A rapid reaction team (D.A.R.T) is already part of the military doctrine. We need a national guard for disaster relief built on the same idea but fighting fires/floods/famine instead of foes. This would be fertile ground for recruitment to the generation that does not want to partake in militarism but still wants to contribute to society in a positive way that could still be used as an off ramp to technical trades or specializations of civic disciplines such as engineering. That could still augment the CAF in time of need as required.
