The guy wasn't impaired, drugs had nothing to do with it
The guy was 'know to police' because his brother was murdered and he spoke to police in another town a couple days before about something that wasn't criminal in nature.
The guy had mental issues but no one involved saw him as a risk to the public or himself
People with mental issues and even criminals are entitled to drive
The guy may plead NCR, but that doesn't mean that will work.
If convicted of murder he will get life. not 25 years and not 'only 2 years for each victim', life.
That's what we "KNOW", everything else is conjecture at the moment or not revealed at this time.
