Take note that the people in the area of BC affected by the Empress of Alberta's route were unanimously opposed and over 2/3 of the population lives in the Van/Vic area.
And that those people are not jumping onboard for a TMX extension that would be cheaper, easier and faster to build as they don't want pipes shoved up their ass either.

It boils down to Smith's demand the pipeline must be forced upon people as she will not see any compromise as a victory.

Which is why Carney decided to play a long game with the promise of a win but not conceding anything. This is still a horrendous policy and is wholly untenable but that doesn't mean Alberta can dictate terms. The people have a voice and they will use it and Eby isn't going to suddenly become pro-pipeline without having a solid backing from the province and 1st nations buy in. That will have to be earned and that is something the UCP has shown time and time again they have no interest in. Right now BC takes all the risk while Alberta reaps all the profits, that's never going to fly.

Smith just broke the MOU by decreasing the industrial price of carbon.

There will never be pipeline.
